The President held a meeting with representatives of Russian agro-industrial complex, where biotechnologies were considered as one of the key areas.
“In general, biotech, new products and new materials are a global trend,” Artem Belov, moderator of the meeting and Director General of the National Union of Milk Producers, said. “In Russia, some companies pay attention to this field, investing substantial funds.” EFKO is one of the largest agricultural holdings, and the company has a highly reputable research center in the Belgorod region. It is actively engaged in the development of alternative sugars and projects related to biotechnology.
“Russian producers have significantly increased the production of basic products since 2014, but this was done, in part, with the help of foreign technologies,” Vladislav Romantsev, Director for Strategic Development of EFKO, stated addressing the President. “Now we need to leap in the development of biotechnologies, which plays a crucial role throughout the entire food production chain – from the field to the counter.”
Currently, EFKO is implementing a project to develop and produce enzymes, one of the most in-demand biotechnology products in the agrarian business. The project is quite complex, and its implementation is possible only through close collaboration between science, business, and the government. Moreover, the key role in this is rested in science.

On our part, we are ready to implement these results into production very quickly. We have already completed the design and started the construction of a large plant in the Belgorod region. Next year we plan to commence the production of enzymes. According to our estimates, the first stage of the plant will cover over 50% of Russia's demand for feed enzymes. We are implementing this project in collaboration with the Ministry of Agriculture as part of the Federal Scientific and Technical Program.
In our country, there are sufficient measures of state support that enable businesses to develop sustainably. However, for knowledge-intensive projects with lengthy product development, production implementation, and market entry cycles, this may sometimes be insufficient. Therefore, to make a leap towards 2030 in biotech and achieve technological sovereignty in this field, please consider developing tax support measures for the emerging biotech industry. This is crucial, especially when it comes to building an industry practically from scratch.”
